PNBESITL's Submission to National State Budget 2024 Water, Sanitation and Hygiene Sector (WASH)
Water is the basic right of the people to guarantee a dignified daily life, written on the RDTL Constitution, article 6 of which states the purpose of the State, namely in the verse (e) the creation of a social justice society, in order to improve the well-being of its citizens.
The Government has also set the National Estrategic Development Plan 2011-2030 goals for the people throughout the territory of Timor-Leste to have access to adequate, sustainable and inclusive clean water and sanitation. In addition, Decree-Law No. 4 / 2004 on water supply for public consumption, Decree-Law No. 31 / 2020 on quality control of consumption, national basic sanitation policy, national acute supply policy 2020 and water resource management policy.
In the Government Policy and Program that considers the Water and Sanitation Sector as the vital sector of the 5 years programme, which is contained in the Government Program 3.3, Investment in access to clean Water and Basic Sanitation cannot be delayed. This lack of infrastructure will affect public health or disease spread, death and child development.
